By Sarla Donovan HEATHCOTE Valley residents and the city council are at loggerheads over the $860,000 repair to their local community centre. Heathcote Valley Community Association committee member Jackie Foulkes said the building was opened in December last year but it’s not warm enough. “The heating isn’t sufficient. There are only overhead heaters and it doesn’t warm up in the winter. It needs a timer or some heat pumps. People won’t want to hire the space out if it’s freezing cold. It’s not fit for purpose.” Mrs Foulkes said as well as poor heating, the wooden deck swells in winter when it is wet and the doors out onto the deck can’t be opened. She also said that if there are any more than two plugs being used at any one time in the kitchen, the power shorts out. “We’re really concerned that the building will soon be over a year old and at that point I don’t know if we will have any recourse. We really need to get it fit for purpose,” she said. •Turn to page 7

GOOD NEWS on the bid by Governors Bay residents to have the Dyers Pass Rd speed limit lowered (see page 3). It’s been a while coming but after Bay Harbour News articles, the city council has set the wheels turning for change. But it will take time. The city council has announced it will put the matter out for public consultation, look at the results of that consultation and, if the majority say yes to lowering the speed limit, it will then come into force. Consultation is the word that gets in the way of effecting change for the better in my view. There’s no problem with it depending on the situation, but do our public figures really need to consult on something like this issue? In a word: No. – Barry Clarke

Speed limit may drop Progress on Dyers Pass Rd campaign By Sarla Donovan GOVERNORS BAY resident Rosie Belton is pleased the Dyers Pass Rd speed limits could be lowered to 60km/h. The well-known author has been a vocal campaigner on road safety issues, including speeding vehicles and boy racer activity in Governors Bay. The city Rosie Belton council is currently seeking public feedback on a proposal to change the speed limit on Dyers Pass Rd, from its intersection with Governors Bay Rd to the Sign of the Takahe. Currently the speed limit along that stretch of the road varies between 50km/h and 100km/h. Under the proposal put

forward the variable speed limits would be changed to one consistent speed limit of 60km/h. Ms Belton said it was “fantastic” news. “That’ll be brilliant. But I expect lots of people will complain, including locals,” she said. About 180 accidents have been recorded over the past decade along that stretch of Dyers Pass Rd, resulting in one fatality and 14 serious injuries.
“Loss of control due to inappropriate speeds into bends and risky overtaking account for a concerning number of the reported accidents,’’ said city council transport operations manager Aaron Haymes. “To improve safety we are proposing a new speed limit of 60km/h. We are also proposing to add double yellow no passing lines and two new slow vehicle bays.’’ Mr Haymes says the aim of
the double yellow lines was to keep motorists on their side of the road. Motorists are legally able to cross double yellow lines to pass cyclists if they are able to do so safely. In Brief MOA BONE CAVE PATH A footpath on the south side of Main Rd outside Moa Bone Cave has been planned for the new year. Design work is under way and construction is due to start early next year. There is currently no pathway on the Moa Bone Cave side of Main Rd, which means pedestrians have to cross the road to access the pathway on the north side. The pathway has been out of action since the February 22, 2011, earthquake rendered it unusable. HARBOUR PLAN A management plan for the future of Whakaraupo/ Lyttelton Harbour is out for public consultation. Te Hapu o Ngāti Wheke, Te Runanga o Ngai Tahu, Environment Canterbury, Lyttelton Port Company and the city council have developed the plan which aims to restore the ecological health of Lyttelton Harbour. Property under investigation again By Sarla Donovan ACCOMMODATION activities at a Sumner house are being investigated by the city council for the second time this year. The property at 58 Marriner St is owned by property investor Denis Harwood – a prominent objector to the proposed Levis skate park across the road. The city council has found potential non-compliances with the District Plan relating to short-term guest accommodation activities at the site. “We have provided guidance to the occupant in relation to District Plan requirements for these activities and we are currently working with the owner to achieve voluntary compliance,” city council head of regulatory compliance Tracey Weston said. In March this year, following complaints from residents, including two about noise, the city council shut down an illegal hostel being operated from the property by a tenant, Julian Bell. A resource consent is required if a property is to be run as a hostel. Mr Harwood said he had been out of the country for the past two months and had not been contacted by the city council about any non-compliant

A woman who lives in a neighbouring property, who did not want to be named, told Bay Harbour News the current tenants “seemed pretty good” compared with some of the people who had lived at the property previously. In 2015, Mr Harwood argued strongly that the skate park should not go ahead on the Esplanade, because he planned to build a five-star apartment complex at 58 Marriner St and had concerns over noise and safety if there was a skate park opposite. The development, for which consent has yet to be lodged with the city council, is listed as an anchor project in the city council’s Sumner Village Centre Master Plan.

In Brief MALTWORKS VILLAGE The first owners and tenants have taken up residence in the new village on the former Maltworks site in Heathcote Valley. News Church Bay road one lane until February By Sarla Donovan IT WILL be February before slip-damaged Marine Drive in Church Bay is restored back to two-lane traffic. A mother and daughter had a lucky escape after a landslide hit their home on September 2. The slip pushed a set of double garages down the hill, taking out part of the road and the house. Since that time, the road has been reduced to one lane. City council planning and delivery transport manager Lynette Ellis said contractors would start work before Christmas, with completion “anticipated” in late February. “Following the slip, geotechnical investigations and a detailed design for repairs was undertaken, and the works were tendered,” Ms Ellis said. The awarding of the tender was “imminent,” she said. Ms Ellis said the road would not be fully closed at any stage. “The intention is for the road to remain open at all times, however, it will be restricted to one way flow under the control of traffic lights, as it is at present.”

Co-written with Andy Gunn (brother of Jason Gunn) Mr Simpson said the idea came during one of his own family’s Christmas camping trips to Totaranui in the Abel Tasman National Park, where his children wondered if Santa would be able to find them at the camp ground. Although it is not autobiographical, Mr Simpson said the film was quintessentially Kiwi, unlike most other Christmas movies which were set in the Northern Hemisphere. “Kiwi Christmas is our very own family Christmas film,” Mr Simpson told the Bay Harbour News. It has taken four years to make, which was a “fairly quick turnaround” for a feature film, he said. Both Mr Simpson and his editor Scott Flyger live in Governors Bay, which you might think would be a bit far from the filmmaking action.
But he said the first couple of years were taken up with getting the script written and the finance and distribution organised. “You can live pretty much anywhere because you can do so much of that over the internet. I was away for about three months making the film in Auckland. What was good this time was

that Scott happened to live in the bay and the sound editor Chris Sinclair has a studio in Christchurch. So I didn’t have to travel to do post production.’’ Most of the cast and crew lived in Auckland so filming took place just north of Orewa Beach, with funding from the New Zealand Film Commission.
Mr Simpson said he wanted to make a movie that would appeal to families around the world, and give kiwis the chance to see themselves on the big screen. “We’ll finally have something personal to watch at Christmas time and create a new family tradition with something that reflects the magic of that time of year, Kiwi-style.” It’s the second film Mr Simpson has made with Mr Gunn. The two worked together on 2012s Kiwi Flyer, inspired by the Nelson Trolley Derby which was an institution in the Nelson community where Mr Simpson grew up. He shifted to Governors Bay with his wife Helen nine years ago, just after their third child was born. “It’s a lovely community and I particularly like the dramatic landscape with the towering hillside and the ever-changing harbour. By Sarla Donovan STONEMASONS will start work tomorrow on Lyttelton’s iconic Timeball Tower as its rebuild picks up pace. They will start installing the exterior stonework this week using stones from the original structure where possible, said Heritage New Zealand general manager Nick Chin. A small group of workers have been stationed at the Ferrymead site where the stones are stored, cleaning and preparing them for the stonemasons to use. Wellington firm Bosworth Stone won the contract for the stonework, which is expected to take until March to complete. Two stonemasons will be on site and will have helpers at various times. Meanwhile, the first concrete pour – up to the first floor of the reinforced concrete walls – will also take place this week. Mr Chin said everything is “on track and on budget” for an April completion date. The $2.8 million restoration project has been funded by a $1.3 million Lotteries grant; $1.1 million grant from charitable trust, Landmark;

Community members have driven the campaign to rebuild the landmark and they would be acknowledged and celebrated at an opening ceremony when the Timeball was
completed. The landscaping will eventually be restored as much as possible to its original state, with new information boards on site which will display the Timeball’s history. It is one of only 15 left in the world and the only one to have undergone a post-earthquake restoration. When completed, the tower will once again overlook the harbour and township, with

News Redcliffs School farewells old site at Sunday carnival A CENTURY after it opened on Main Rd, Redcliffs School’s old campus will be farewelled this weekend. The school has permission from the Ministry of Education to hold its annual fair on the original Main Rd site in a “celebration of community spirit”. Principal Rose McInerney has put the call out to past pupils, staff Rose and the wider McInerney community to support the school in fundraising for the new campus, scheduled to open across the road at Redcliffs Park in 2019. “There are an extraordinary number of people who got in behind us and helped fight to keep our school open and return the school to its community. We’d like to invite everyone involved to come along and say goodbye to our old school site and buildings and celebrate new beginnings – a brand new Redcliffs School over the road in 2019,” Ms McInerney said. Call for more to be done on Beachville Rd By Sarla Donovan NOT ENOUGH is being done to tidy up the Beachville Rd esplanade, the Redcliffs Residents Association says. Association secretary Pat McIntosh wrote to city council infrastructure rebuild liaison manager Ross Herrett last month about the unfinished landscaping and “unsightly” overgrown grass next to the new $4.6 milion seawall. After the Bay Harbour News published an article about the issue earlier this month city council contractors mowed the weed-ridden area a few days later. But Dr McIntosh says matters they raised in the letter to the city council still haven’t been addressed, including replacing damaged picnic tables and resowing bare patches of land. And the tables which were there previously were removed from the area during construction of the seawall and subsequently

The residents’ association now plans to seek help from the Linwood-CentralHeathcote Community Board to try and get the bare patches of earth fixed up and new picnic tables installed. They will also be seeking community feedback early next year on ideas for the overall vision for the area.

Learn lessons from passive resistance
The lessons of Parihaka are ones we should take forward with us as a nation, writes MP for Port Hills Ruth Dyson Every year on November 5 there is a small but powerful gathering of people in the Lyttelton Rose Garden which surrounds the old Lyttelton jail, to commemorate Parihaka Day. This significant and dark day in our history is far more worthwhile commemorating than Guy Fawkes. On this day in 1881, there was an armed invasion by Crown troops and militia of the small Taranaki Māori settlement of Parihaka. Confronting the armed invasion on that day on
the local marae, 2500 unarmed adults, including their leaders, the Christian pacifist prophets Te Whiti o Rongomai and Tohu Kakahi, sat waiting. The armed soldiers were made to walk past rows of singing children and past rows of hundreds of women, to where the men waited. The two leaders, along with 634 others, were arrested and led away. In spite of the extreme aggravation, no one responded with violence. In the days that followed, 1600 people were forcibly dispersed, houses and crops were razed, women raped and animals slaughtered. The settlement of Parihaka was totally destroyed but there was still no violent resistance. In spite of not having lifted a finger to oppose the invasion, Te Whiti and Tohu were charged with sedition. Both were found
guilty and sent to Addington Prison, where they served for 16 months. Others were sent without trial to prisons in Wellington, Hokitika, Lyttelton, Ripapa Island in Lyttelton Harbour and Dunedin. Many did not survive the harsh conditions. This campaign of non-violent resistance preceded those of Gandhi and Martin Luther King and should be recognised internationally as amongst the first. We should start with recognition of these events in our own country. We are a small and comparatively young nation but many are totally ignorant of our own history. Paid parental leave needs to evolve and be flexible National List MP Nuk Korako questions whether paid parental leave is flexible enough for parents in the community Who might be affected by changes to paid parental leave in the local area? Working parents with newborns and young children and local businesses. There are so many challenges when we arrive home with our gorgeous little bundle of baby. It can be bewildering to say the least and without flexibility the people in our community who have the least ability to take time off from work will be the most affected. The Government plans to extend paid parental leave to 22
weeks from July 1, 2018, with an increase to 26 weeks from July 1, 2020. I am very happy with the extension to 22 weeks for our local families. The National Party extended paid parental leave from 15 to 18 weeks with the intention to continue to extend PPL to 22 weeks as it is good for families. What I am concerned about is the missed opportunity by this Government to seek public consultation from people in our Port Hills electorate, even though it has seven months until it comes into effect. I would like to see more flexibility so that families who may not have the means or the ability to take leave at the same time, can do so as they should have the same rights as the people who do have the means to do so. Having four children, my wife
Chris and I have discussed this at length and I share the same view as Chris and those local people I’ve spoken to, and that is that PPL is an important opportunity for New Zealand families but it needs to continue to evolve as there are situations that require two parents to be at home. Two good examples highlighted to me by locals are not being able to drive for up to six weeks after a caesarean birth and post natal depression. I believe that it is critical to support parents in our community in those early months and I acknowledge that there are situations that require two parents to be at home, so it is vital that there is flexibility to address that. PPL is a great opportunity for New Zealand families and it needs to continue to evolve with more consideration and public feedback.

How many other countries would be stupid enough to expect foreigners to pay when they can just exit out of their jurisdiction.

Sumner’s next generation on track SPORTS SUMNER Running Club’s juniors competed in the quadrathon and ribbon meeting at Rawhiti Domain on Saturday. The quadrathon saw grade 10-14 athletes compete in four disciplines across sprinting, distance running, jumping and throwing events. The grade 7-9 ribbon event was a great chance for some of the
younger athletes to competing in long jump and sprinting. Maddie Sharpe, 12, Jorja Williams, 12, Aaron Clarke, 12, and Benita Clarke all took part in the quadrathon. Meanwhile, Ruby Love-Smith and brother, Leo, started their first season with Sumner by competing in the ribbon events.

Heathcote bowlers blast Sumner to stay top of one-day table HEATHCOTE have maintained their lead at the top of the Metro A one-day cricket competition with a commanding six-wicket victory over Sumner at St Leonards Square on Saturday. They made a head out of straw, cut up an old pair of jeans for him to wear and gave him a sunhat to protect him from the sun. To date no birds have been seen in or around the garden.
